The TARDIS materializes on the wild and remote part of 17th Century Cornish coast. Pirates led by Captain Samuel Pike are searching for hidden treasure, while smugglers masterminded by the local Squire are trying to sell contraband. The Doctor unwittingly receives a clue to the treasure's whereabouts from the churchwarden - just before a pirate murders him. The Doctor is captured by Captain Pike and reveals the location of the treasure to Captain Pike before managing to escape. The Pirates uncover the treasure at the Church just as the Militia arrive, after being summoned by Revenue Officer Josiah Blake.  A fight breaks out with the Pirates being either killed or captured, during which the Doctor and crew makes their escape in the TARDIS.
